The 29th Session of the Committee Against Torturewill run from 11 November to 22 November, 2002 in Geneva. I have still heard nothing regarding my fax to the UN Office of the High Commissioner For Human Rights. The Human Rights Committee completed its session on Friday, November 8, 2002. It meets three times a year. The Committee Against Torture will begin its session in Geneva tomorrow, November 11. This body meets only twice a year. Jim,
You've done an admirable if not Herculean job of assailing an insanely corrupt world. Well Don Quixote "welcome to the big city", as they say. All I can say Jim is how wonderful it is that the "whole world is insane and youre the only sane one... You really need to get a grip and seek closure to your painfully obvious drug-induced delusions. There are a plethora of reasons for a low T-Cell count (e.g. A slow replicating, but highly cytopathic [efficient at killing T cells] strain of virus. Like the Epstein-Barr virus [EBV]) rather than secret shadow government ionizing irradiation, which would, incidently, destroy ALL of your cells. But you continue to choice to make that quintessential "square peg fit in the round hole", when the insane health care professionals tell you otherwise. How many years did you go to medical school? Oh zero? Everyone is not out to get you my friend. Its time to come in from the cold and find out who your TRUE enemies are! I cant believe that you want the UN to do anything. They cant even get out of their own way! But you expect them to do something about this? You need to first find closure to your mental health issues. Then once stable, approach the news media like one of those fringe talk shows like Art Bell or Geraldo Riveria. Even write a book about this, when you are better and can 'sound' sane! I truly believe that you saw something traumatic and needs to be exposed to the world. However, I think you are involuntarily exaggerating the post-traumatic spin-off activities and are real a victim of an insanely vindictive evil spouse and your own slanted preconceptions and prejudices against our truly dysfunctional government. Get this straight, please: I use no hallucinogenic drugs. Do yourself a favor and read my web page titled "Marks of Torture.". Read what I claim and respond to that, rather than your own nit-picking suppositions. I have no mental health issues. I am perfectly sane, rational, and in contact with reality, despite years of satanically diligent efforts designed to render me otherwise. I am not, and never have been, "schizophrenic," "delusional," "paranoid," "deranged," "mentally incompetent," or any such appellation. I am rational, intelligent, insightful, resourceful, articulate, and altogether worthy of the respectful attention of individuals, organizations, and governments. If justice, relief, compensation, and a free life in a free land have not come to me, it is only corruption that stands in the way. It amazes me how I am taken out of context and I am now subjected to your ascerbic wit. I only mention hallucinogenic drugs as that is USUALLY the explanation for delusions, strange comments, and behavior like yours. I mentioned that it may have been INVOLUNTARILY given to you. LSD, herion, and crack cocaine are extremely cheap! Any one of your supposed enemies could have slipped it into something the way Dr. Gottlieb (et al) did to employees' coffee at CIA HQ cafeteria at Langley in the 1950's (MKULTRA). That's how Frank Olsen got his dose. The investigative reporter Jack Anderson ALMOST got a dose from some spread on his car's steering wheel.
Your last paragraph is right out of a "schizophrenics" denial mantra. Schizophrenics are not stupid people! They are not dullards, nor tongue-tied, and can be important eloquent people in society. Your biggoted prejudice against the victims of schizophrenia really shows here. And you were a health care professional in that system? The more you attack and show your ignorance of the reality of schizophrenia the more you show me that maybe there could have been a scintilla of 'just cause' to the recommended disciplinary action or employment termination at your past job. You sound like The man of LeMancha "Don Quizzote" flaling at windmills of government. You admit you really don't know that much about what 'really happened' so why do you now belief that you are a real threat to "them" or that you can really expose and defeat the corruption you are so adamantly out to erradicate? By the way I did read your link about "torture". Again I believe you are making unsubstantiated accusations about your post-traumatic episode at your old employer. The only truth I can see is that you have a particularly agressive strain of the EBV (Epstien-Barr virus). Everyone has EBV especially baby-boomers like you and me (also CFS -chronic fatigue syndrome). Why? No one knows, yet. Symptoms? There are none. Caused by exposure to ionizing radiation? NO! Low T-cell counts are indicative of EBV related infections.
Static on your radio and TV is no indication of radiation poisioning! There are many explainations for that in your very nieghborhood. However, looking at your pictures of your edema and reading your various symptoms I am leaning (guessing!!!) to thinking that someohow your EBV has progessed to non-Hodgkin's lymphoma which is common amongst EBV victims. Without knowing your present symptoms I can not make a better guess. REMEMBER I'M ONLY GUESSING! DON'T SAY I SAID YOU HAVE NHL! I MA NOT A DOCTOR! People who work extensively with or are otherwise exposed to certain chemicals, such as pesticides, solvents, or fertilizers, have a greater chance of developing non-Hodgkin's lymphoma. I would imagine that you were exposed to this stuff at your old job? You make a "wild" accucation that some nefarious lab in Staten Island is making or somehow using a strain of EBV? For what? Why? How? Where? You show your total lack of knowledge of the high-tech national security governmental programs. If anyone was doing that type of research in your area it would be in Long Island or Connecticut - usually out on an island in the sound or the ocean. I'm not saying who and where for obvious reasons! EBV can not be used as a weapon. HIV, however could, and was. It was created in an African lab by a British Oxford scientist looking for a vaccine for some disease using monkey blood. Certain "bad guys" (funding him) got a hold of it once they realized its potential and perverted its use and it got way out of hand. Do I sound paranoid now? Spooky: The Institute for Basic Research in the Staten Island borough of New York City is a facility of the New York State Office of Mental Retardation and Developmental Disabilities, the same agency that employed me. Scientists there study medical conditions that cause or contribute to developmental disabilities. During the 1980s, they experimented with the Epstein-Barr Virus and Cytomegalovirus. A certain Dr. Kim who used to drive a green Volvo, worked at IBR. His wife, a nurse, worked with Rocco Menta at 75 Morton Street, my facility. Can you cite documentation to support your assertion that "Low T-cell counts are indicative of EBV related infections?" It seems to me that you have put the cart before the horse. EBV infects B Lympohocytes. T-Cells destroy infected B-Cells. UCPMD does not list EBV as a cause of lymphocytopenia. Ionizing radiation, however, is included in the list. One of my physicians, Dr. Bandel (present whereabouts unknown) told me in 1997 that radiation was the only cause not ruled out in my case. "Marks of Torture," notes that my lymphocyte levels, relative to total white blood cells, have been depressed since 1985-6. The standards have changed over the years. As I recall, the normal percentage of lymphocytes relative to total white blood cells was something like 25-60% in the early 1980s. In the mid 1980s, it seems to have been reduced to 20-50%. By 1988, the standard was 19-45%. Now, the Merck Manual gives 15-40% as the normal range. My very latest test indicated that 7% of my white blood cells were lymphocytes. A friend of mine has 27.9%. This discussion deals with the nonfeasance, probable misfeasance, and possible malfeasance of the UN Human Rights Committee and the Committee Against Torture. Please confine future comments to that topic. The Rocco Menta section of "Fantasy Interrogation" on my web site notes that my supervisor, Paula Hirschman, died of Burkitt's Lymphoma. I have written the United Nations in letter form, left phone messages and have filled out countless feedback forms and sent numberous e-mails over the past 3 years and have never received a response.
My complaint is in regards to psycho-subliminal torture and the secret activities of a clandestine laboratory in Grants Pass, Oregon which have placed myself, my family and a significant part of the community in de facto incarceration. The brutality is relentless and is done remorselessly. I question both the mission and the motive of the United Nations when such appalling conditions can be ignored. |

One would expect at least the courtesy of a response, but nobody seems to get even that. What is wrong with these UN personnel? Are they overworked, stupid, arrogant, or corrupt? If you are an American, the Committee Against Torture and the Human Rights Committee cannot accept a complaint from you against the USA, since this country has never recognized the competence of these committees in such matters. Your communications should have been acknowledged and referred to the Special Rapporteur on Torture, who should receive and process them as "1503" communications. The Rapporteur could then have submittted the information to the CAT, which, in its current session, is considering the periodic report of the USA. At least, at high diplomatic levels, the crimes committed against you might be discussed. The total blackout you, I, and others have experienced is a monumental disgrace. |

In regards to GP clandestine subliminal operations the UN is afraid to they'll lose their "hide". A significant position within the mountains of the Rogue Valley, with the largest secret GPS data gathering and archiving facility in the world (continuity of government, the economy and society), is necessary for the UN to operate- no matter the psycho-subliminal brutality and cruelty.
Grants Pass is also known as "The Gap". And the not-so-secret "gap" is between the "have and have nots". Welcome to the forum. I must confess that I have no idea how an ordinary person -- particularly a victim of persecution -- would be able to obtain a VIP passport. A passport, moreover, allows entry into a country, not necessarily residence within its territory, nor does it confer citizenship in the host country. Such a person would have a claim on the protection of that country's laws, but he would always be an alien, a citizen of his native land. As such, he would be subject to arbitrary deportation at any time. He would have to deal with (in my case) the US Embassy. No genuine refugee from the USA would ever be willing to do that. Beyond that, there is a question of the Rule of Law. The survival of civilization demands that governments, agencies, and organizations display integrity and refrain from discrimination. For the good of all, present and future, the system must be made to work. Those mandated to protect the rights of their fellow human beings must do so without distinction, discrimination, or specious rationalization. Some individuals may survive by cutting corners, lying, and cheating, but that does nothing to help others, nothing to raise the standards of justice and compassion. Sadly, the connivers, rule-benders, and advantage-takers are more likely to "make it" in this world than sincere, honest individuals who respect the rules. This erodes the moral integrity of society. Many nations have rejected heroes while welcoming scoundrels. What good can come of that? |

1. (a) I noticed that it's possible to become an employee of the United Nations as an "intern" but they really don't want people who are actual human rights complainants trying to do that. But you are right! A non-US by some means WILL work. Like trying to exercise Article 21 through letters to other State Parties (i.e. other countries).
(b) You know how the United Nations works, "someone HAS TO WRITE THOSE OTHER STATE PARTIES to invoke Article 21". An organization dependant on dues from the United States isn't going to just turn the U.S. in; someone has to report it. And neither will another State Party rat on the U.S. themselves; someone has to ASK THEM TO INVOKE Article 21! (c) If "hiding" someones hadn't perpetrated that Article 22 webpage ( http://www.unhchr.ch/pdf/report.pdf ) and lie about Rule 31 public meetings which we of the public are supposed to be able to attend, I WOULD HAVE SURELY EXERCISED ARTICLE 21 THROUGH OTHER STATE PARTY COUNTRIES WITHOUT ANY HESITATION ! ! !; that's a "good non-us". In the process, I would have guaranteed the rights of a whole lot of good people here in the United States and abroad! 2. Do you too see the "*" star for the United States and Article 22 of the CAT-Convention Against Torture Treaty on that http://www.unhchr.ch/pdf/report.pdf webpage? It's been there after twelve repeated updates.
